This Privacy Policy explains how Harbr (“Harbr,” “we,” “us,” or “our”) collects, uses, discloses, and safeguards information when you use the Harbr website, applications, and services (the “Platform”). By using the Platform, you consent to the practices described in this Policy. If you do not agree, do not use the Platform.
The Platform is intended only for users located in, and for services performed within, the five boroughs of New York City and Nassau County, New York. If you access the Platform from anywhere else, you do so on your own initiative and are responsible for compliance with local law.
You are responsible for the information you choose to share on the Platform, including anything you disclose directly to other users. Harbr is not responsible for how other users handle information you share with them.
2. Information we collect
We collect the following categories of information:
- Information you provide: account details (such as name, email, phone number, and password credentials), profile information, business, licensing, and insurance details you submit, job posts, bids, messages, photos, reviews, and any other content you upload or communicate through the Platform.
- Location and service-area information: the ZIP codes, neighborhoods, or areas relevant to a job, used to confirm that use falls within the supported Service Area.
- Automatically collected information: device and usage data such as IP address, browser type, device identifiers, pages viewed, referring pages, and interactions, collected through cookies and similar technologies.
- Information from third parties: information from authentication, hosting, analytics, and communication providers that help us operate the Platform.
You do not have to provide information, but some features will not work without it. Do not submit information you are not comfortable sharing.
3. How we use information
We use information to operate, maintain, and improve the Platform, including to:
- Create and manage accounts and authenticate users.
- Enable Customers and Contractors to post jobs, submit and compare bids, communicate, and arrange work.
- Display profiles, badges, listings, reviews, and ratings.
- Confirm that use falls within the supported Service Area.
- Provide support, respond to inquiries, and send service-related communications.
- Monitor, secure, debug, and improve the Platform, and analyze usage.
- Detect, prevent, and address fraud, abuse, security issues, and violations of our Terms.
- Comply with legal obligations and enforce our agreements.
4. How we share information
We may share information as follows:
- Between users: when you post a job, submit a bid, message, or review, relevant information is shared with the other users involved so a transaction can proceed. Once you select a Contractor, contact and location details necessary to perform the work may be shared between the parties. You are responsible for what you share with other users.
- Service providers: with vendors that perform services on our behalf, such as authentication, hosting, database, analytics, and communication providers, subject to their own terms and policies.
- Legal and safety: when we believe disclosure is required or appropriate to comply with law, legal process, or government request, to enforce our Terms, or to protect the rights, property, or safety of Harbr, our users, or others.
- Business transfers: in connection with a merger, acquisition, financing, reorganization, or sale of assets, information may be transferred as part of that transaction.
Harbr does not control, and is not responsible for, how other users or third parties use information once it is shared with them.
5. Cookies and tracking technologies
We and our providers use cookies and similar technologies to keep you signed in, remember preferences, measure usage, and improve the Platform. You can control cookies through your browser settings, but disabling them may affect functionality. Where required, we will seek consent for non-essential cookies.

We retain information for as long as needed to provide the Platform, comply with our legal obligations, resolve disputes, enforce our agreements, and for other legitimate business purposes. You may review and update certain account information through the Platform, and you may request that we delete your account by contacting us. Depending on applicable law, you may have rights to access, correct, delete, or restrict the processing of your information, or to object to certain processing. To exercise any available right, contact us using the details below; we may need to verify your identity before responding.
You may opt out of non-essential communications by following the unsubscribe instructions in those messages. Service-related communications may still be sent while you have an account.
9. Children’s privacy
The Platform is not directed to, and may not be used by, anyone under eighteen (18) years of age. We do not knowingly collect information from children. If we learn that we have collected information from a person under 18, we will delete it.
10. Third-party services
The Platform relies on and may link to third-party services and websites that we do not control. This Policy does not apply to those third parties, and we are not responsible for their content, practices, or privacy policies. Review the policies of any third party before providing information to it.
11. Geographic scope
The Platform is operated for use within New York City and Nassau County, New York. We make no representation that the Platform or this Policy is appropriate or compliant for use in any other jurisdiction. If you use the Platform from elsewhere, you are responsible for compliance with the laws that apply to you.
